Elections are institutionalized in your world, the problem is we know what countries that are well institutionalized look like we just don"t know how to turn countries that are not institutionalized over. It was a state in the legal sense only. There is essentially one government and they can not challenge it. These countries exist because the world says they do, they exist as legal entities, not because they have power, they exist because they are legal states and because the united nations and its members recognize it. Countries like sierra leone have experienced state collapse. A condition in which the state has lost {its} capacity to perform even the most basic functions.
