Only the strong prevailed: tilly says war makes strong states and that states are large protection rackets . In europe there used to be hundreds of countries, now only a few remain. States are relatively new, they exist everywhere though. Two related processes: externally, europe"s competitive environment weeded out the strong from the weak, if you couldn"t go to war you would die out, most don"t survive this process. Internally: europe"s states resembled protection rackets (pay taxes for protection) and the more threatened you feel the more likely you are to pay. Africa didn"t go through this darwinian process but the borders there have always been there.
