Federal and provincial level: (c) incoherent national strategy, doesn"t know what to do. Kyoto protocol, 1997: reduce emissions to 6% below 1990 by 2012, ghg emissions increased 27% between 1990 and 2004. Wanted to carbon shame the u. s into signing kyoto. Majority of our pollution comes from transportation. Canadian governments are no longer trying to meet kyoto targets. Current liberal government cannot meet targets laid out in paris confirmed by government"s reports. Trend is to keep setting higher goals for ghg reductions for ourselves. Also keep pushing back the target for when this is going to be done by: no ones going to care in 80 years.
