Able to carry an investigation beyond the auditor general"s boundaries and outside government administration. Had to perform this duty without expressing any conclusion regarding civil or criminal liability. Clear evidence of political involvement in the administration of the sponsorship program. Insufficient oversight which allowed program managers to circumvent proper contracting procedures. Absence of transparency in the contracting process. Reluctance of all public servants to go against the will of a manager who was circumventing established policies and who had access to senior political officials. Gross overcharging by communication agencies: inflated commission, production costs and other expenses. Use of the sponsorship program for purposes other than national unity or federal visibility due to lack of objectives for the program. Deliberate action to avoid complying with federal legislation such as the access to information act.
