Web of autonomous associations independent of the state, which binds citizens together by common concern and their actions, can have effect on public policy. Set of intermediate associations which are neither the state nor family. Often seen as standing (at least partially) in opposition to the state, but civil society groups may oppose or support a given government. Generally viewed as an essential element of a healthy democracy. May consist of: ngos, associations (professional, religious, voluntary, etc), social movement organizations. Deliberate collective endeavour to promote change in any direction (change forwards or backwards) Trying to affect change (where ngos work more with the state, more practical focus, trying to help refugees or poverty for example) Smo: complex or formal organization that identifies its goals with preference of a social movement, and attempts to implement these goals. Outcomes that they seek can be any nature: Radical: dedicated to fundamental change to system of values.
