A form of democracy that functions in the interest of the governed usually involves social rights as well as political and civil. A lot of places have procedural in place, but this is if they need more. Try to give everyone a bit of what they want. Representatives elected by the people can aggregate demands accountability ensured by elections (want to be re-elected)
