Satisfacion stamps in the connection between s and r: by satisfying a state of affairs is meant one which the animal does nothing to avoid, often doing such things as attain and preserve it. Food is a reinforcer because it increases behaviour. Satisfaction is sometimes present and sometimes not, but reinforcement still occurs. Not strength because it"s not how strong it is, but how frequent it will occur; repetition. A response will increase if it is followed by a satisfying outcome, but the only way we know whether the outcome is satisfying is if the response increases.
