Important to study concern about social opposition vs. actual opposition (such as women being abused for suggested condoms) Varies dramatically: qualitative research, not enough qualitative research done, policy approaches, not enough research on policy approaches- need this because policy can be very effective. We are not sure what is and is not effective.
