Becomes a thing of interest, have factories, recent immigrants, low housing costs, affordable stores, discount/second hand stores. Facilitates a lot of negative type of behavior. Commuter zone: zone of transition as a problem area. People coming and going, don"t get to know their neighbour, short term living, disorder, poverty, high rates of unemployment, drug uses. Disorganization: breaks down norms: shaw and mckay: connect delinquency with zones in transition.
