It was seen that people who were dealing with mental illness should be living within the community on these drugs opposed to bringing in a institution. Most people ended up on the street because they were being treated for mental illness. The government was paying for youth to have a apartment as: this was taken away and therefore children dropped out long as they were in school and started living on the street. Drew attention: runways and throughways: most kids who were living on the streets were more often than not being throughways rather than being runways.
