Electric monitoring: been around since the 80s, allows the authorities to monitor where someone is. Has been used in different ways around the world. Canada, it can be used at different stages of the incarceration process such as during bail or when persons are being released and high risk sex offenders making sure they are not in areas where they shouldn(cid:495)t be. Directs low-risk persons away from the negative affects of incarceration. In theory, threat of early detection deters offender from committing crime. May have a net widening effect (does not need to be in jail but a bracelet instead, do we need this at all or in the community and check in with a parole officer?) Large number of technical breach could produce net savings (scottish study) Unanticipated cost: relatives felt pressure and anxiety related to their role in monitoring their family member. Ethical concerns: stigma attached to being monitored (higher during probation)
