Christopher nolan uses the joker to explore complex messages on terror to post 9/11 america. The joker"s motivation for destruction of gotham city is not rooted in greed or power. His motivation is purely to inflict chaos on gotham city (america) to prove that when people come face to face with chaos and terror they will throw their morality and civil behavior out the window as quickly as possible. The joker, just like a modern day terrorist, has a similar goal which is to give rise to anarchy. Harvey dent, the symbol of everything that is just and honorable with america, is fighting terror (the joker) by staying inside the laws but this is not enough to stop the joker"s unpredictable actions. Batman is the one that ends up defeating the joker and he does not do so by sticking strictly to the rules.
