Initial start codon is downstream from the shine-delgarno sequence. Regulation allows microorganisms to respond to environmental stimuli: to respond to different available nutrients, expressing genes that can use those nutrients (esp with transport, enables specific metabolic processes (aerobic respiration vs fermentation, approx.
