Construction of 156 industrial and energy based projects, all large in scale, capital intensive, and imported from the former soviet union. About a half of projects were allocated in central china. The third front policy - construction of numerous defence oriented industries in the interior provinces. Mao envisioned three lines of defense (coastal, central, and western) and decided that National defense - avoid investment in areas susceptible to military attack. Spatial equality - balance the development between eastern and interior regions. Economic efficiency - industrial production should be close to energy and raw materials. In 1949, 70% light and heavy industry along the east coast area. Mao made the strategy to change imbalanced distribution during first five year plan and third front. During the 1st fyp, 694 industrial projects were located in northern central and northeast west.
