Multiple contexts in which the term is used. The lecture will restrict it to environment and development. Governing is different from ruling or managing. Efficiency and economic growth etc. is a goal, build institutions to work towards goal. To achieve certain goals or a vision. Governance is about providing a vision for development or sustainability, and the structures and processes by which societies create and share power. Normative goals: equity, justice, sustainability and so on. Management: a roadmap to achieve these goals, which includes working through institutions, processes, procedures and people. It is about the multiple arms of the government; legislature, executive and the judiciary. Governance is not just about the government or any agency. Non-state entities, civil society/ngos, and market/private sector and citizens. Is about how these actors engage with each other. Norms and practises, formal and informal agencies and groups. Conscious, political entities that interact and engage with the social settings that they are in.
