Liberty was atempted in two ways: by obtaining certain poliical rights; establishment of consituional checks. Emanate: issue or spread out from a source. The naion did not need to be protected against its own will. There was no fear of its tyrannizing over itself . Aberraion: a departure from what is usual, normal or what is to be expected, especially one that is unwelcome. The tyranny of the majority is now generally included among the evils against which society requires to be on its guard. Feter: restrain with chains and manacles, typically around the ankles. All that makes existence valuable to anyone depends on the enforcement of restraints upon the acions of other people . The pracical quesion where to place the limit- how to make the iing adjustment between individual independence and social control- is a subject on which nearly everything remains to be done .
