A comprehensive plan is a general plan for future land use that aims to diminish the conflicts between different land use and coordinate related planning issues. A comprehensive plan should be a long-term general plan that focus on physical development. Land-use regulations have significant impacts on the built form and character of an area; they can change the development pattern or even socioeconomic composition of the local populace. Zoning is a critical tool that used for implementing planning policies through out the u. s. Zoning has a fairly shorter history than planning in terms of regulating land use, however, it shapes the city and affects the whole society. Zoning has two kinds of expressions: zoning text and zoning map; these two expressions demonstrate zoning districts both verbally and graphically.
