A state is the only type of political organizations that has sovereignty: sovereignty: make its own decisions without interference from outside power. Lebanon was a non-sovereign state, occupied by syrians, israelis. Almost half of territory not controlled by state: the ability to implement own policies without intervention from outside powers.
