It is hard power, the ability to get others to change their behavior. The second face is what we are going to talk extensively today- it is about institutions and their building, writing the rules of the game of world politics. It is the ability to control the context of choice. It"s the kind of power that is based on incentives and agreements. The third face is even more sophisticated than the second phase. It is about the ability to exert control over the ideas of world politics. Ideological control sets the boundaries of even what it"s even welcome in the conversation.
