Institutions that represented certain segments of the population. Kings in europe had limited power - not by choice. Limited resources w/o the help of other powerful people (nobles) Church had tremendous moral authority, taught people to obey their superiors. By tradition kings could collect rent from their land, taxes (never seemed to be enough) They didn"t command enough force to collect higher taxes. Representative bodies were created, asked to supply more tax money from their people. In exchange, bodies could create and enforce new laws. Third estate - everyone else (wealthy townsmen) House of lords - heads of noble families. Mp"s elected by men with enough property. He didn"t want to bother with representatives. Certain kings interpreted the bible as saying that they were ordained by god"s will. There was never a king in europe who could use absolute power.
