Process of reform has been quite controversial, and lpc appears to be backing off. Allows for ranking of candidates in same constituencies as now. Critics claim this would favour lpc and increase distortion of vote. Changing electoral systems difficult because requires agreement on what problem is and how it should be rectified. Disagreement on terminology used to describe first nations people.
