Trial occurs in 399 bce just 4 years after the overthrow of the 30 tyrants and the restoration of democracy. Athens is in decline after being defeated by sparta. It is not a statement or confession of regret. Impiety not believing in the gods of the state, believing in false gods. Socrates is 70 at the time of the trial in 399 bce. Maybe they think socrates has angered the gods. Make an example of him: for people who think they can get away with anything. This isn"t the first time that socrates has run afoul of the state; remember his acts of disobedience with the trial of the generals and the 30 tyrants. He lets the jury know that he has been afraid for his life because of his actions before. Insurrection of mitylene and the resulting naval battle in 406 bce.
