There is cycle of poverty, but it is more structural than social psychological (e. g. involves low $ begetting low $) A person"s social environment makes one or less likely to commit crimes. Many people, if put in a certain type of environment, would commit crimes. Poor fit between cultural goals and opportunities for success. People react to the strain in different ways - for some, crime is a path to success (but why only some?)
