Max weber: his characterisaion of bureaucracy, as a certain kind of transiion to democracy, as a rule of impersonal law, applied by a body of bureaucrats enforcing the law (administraive or bureaucraic law). Looking at diferent faces of bureaucracy: setlers, municipal engineers, municipal counsellors (dadda or big man, with charismaic authority) Real mahai people ?? by the migrants of people from around the country, but also a very naivist organisaion. A big series of negoiaions going on in diferent levels including the council. Even those people who before 1985 were geing enough water now don"t. So, everyone is giving pressure to get a standpipe store, using pipes and so on to provide water supply to all. By doing this, not only a quesion of money and bribing, but a quesion of recogniion and (in a maia ilm) it"s about respect, and a certain kind of ??. To mobilize certain people, maintain the tangible society.
