In 1959, the united nations recognized sport as a fundamental right and later in 1978, it recognized the right to physical education and sport. 2005 was designated the international year of sport and phy. ed. Programs designed to enhance sport infrastructure without the explicit intention of developing competitive athletes. Coalter (2007/2008) contrasts sport plus and plus sport programs. Sport plus - includes approaches that use the sport context to promote development along with complementary interventions. Plus sport approaches use sport to attract participants, but the main programming is not sport-based. Governments have been involved in sport since the early part of the 20th century recognizing sport as powerful means of enhancing society"s health and well-being. The canadian government collaborated with provinvial and territory governments to create the canadian sport policy. Sport canada continued to work in collaboration with provincial/territorial governments and sport sector leaders in carrying out the canadian sport.
