They had organized these games for the pure athleticism. Etruscans taught the romans about sports, combat, building roads etc. The romans defeated the etruscans in 500bc and now have roman expansion in 27bc. The romans also took over greece 112 bc or somewhere around there. Italy, north africa, rome was the gateway to civilization, access to resources, spices, trades, commerce and led to france, spain and london. It was also heavily linked to the army and military presence. The vision of emperors was sort of grandiose larger than life.
