Movement is different, the full cilia moves, the tbeginning of the flagella is more rigid while the end moves. Flagella have a propeller motion while the cilia have a wavelike motion. Given the structure of cilia and flagella, if there was no anchor the microtubule doublets would slide apart. Nexin holds the doublets together, they are important for the movement to occur. Minus end is near the plasma membrane, the plus end is at the end. Each doublet is linked together, uses the doublet behind it as cargo while its walking on another doublet. As it walks it bends, if they weren"t attached they would slide apart. At the end, you need to hitch a ride on another molecular motor and come back.
