Since consuls had only 1 year to pursue glory, they would try to start and finish wars in that time. If you had a certain amount of property, you had to fight in the war. Originally the army was made up of citizen soldiers. Professionalization of the army in the 1st century b. c. due to expansion of army. Power shifted to the hands of the generals. Soldiers had to be paid but there was no taxation system to allow for these payments generals would pay soldiers with land after 25 years of service generals therefore needed to acquire money and land to pay their soldiers.
