Original purpose: enacted as part of the 95/96 sentencing amendments to allow a judge to order that a term of imprisonment of less than 2 years be served in the community on conditions (i. e. under supervision) It is a midway sanction between traditional incarceration and less restrictive sanctions like probation and fines. In 05, stats can indicated that the implementation of the conditional sentence in 96 provided the courts with a community-based alternative to imprisonment, and had a direct impact on the decline in the number of sentenced prison admissions. The conditional sentence had the potential to reduce the rate of incarceration, and could also reduce expenditures on the justice system: supervising offenders in the community is cheaper than incarceration. Another clear advantage: it allows the offender to continue with employment or education and maintain ties with family.
