Identifying problematic behaviour: basic process, most important part is actually not the law, or police officers, or courts, but its that very first part: identifying problematic behaviour. Its that question we asked: who gets to define what is problematic and what should be criminal, the powerful. If previous record, will probably go w/ indictable.
