The first institutions that resembled the modern day prison came from europe in the 17th and 18th centuries. It was a shift away from punishments of the body, towards punishment of the mind. These two enlightenment thinkers had the greatest impact on designing the systems of imprisonment: beccarria was a member of intellectual group that began publicly scrutinizing italy"s criminal justice system. He argued that swiftness of punishment outweighed need for severity: bentham supported the principles that the goal of public policy should be the greatest good for greatest number of people. It had a circular glass structure with glass roof and window in each cell. It was designed to assist staff with surveillance and had solid walls separating each cell from the others, which minimize interaction and talking. It was never built because of the costs (he wanted it to be built in the middle of the city so that citizens would always be able to see it).
