Typical criminals are not always the people who do the crime. Crime and deviant acts are two different things but they overlap. Crimes are deviant but not all deviant acts are crime. Deviant act just means it doesn"t fall in line with what is supposed to happen, but not considered a crime. Those who have the power get to decide what crime is and what a deviant act is.
