Capitalist exploitation causes the poor to prey on one another. Increase the cost of crime by making punishments stricter. More humane and more just criminal justice system. Abolish capitalism and establish a new social order. Focus should be on the offender to prevent future victimizations. The problem is the way that society is structured. Justice system is used to oppress poor people.
