The origins and evolutions of police work in. Often a reflection of community self-organization, not necessarily codified by large, bureaucratic systems of rules and laws. Specific designated authorities: urban, police forces and legacy of robert peel. Robert peel proposed the notion of having a police force. Lower class and upper class did not like this idea could pay for secret policing: upper class: already had secret forms of protection. They: lower class: did not want an armed police force, they felt they would only follow the beliefs of the upper class and would create violence for the poor. The 9 principles of sir robert peel: In 1829 the parliament passed the metropolitan police created the first civilian forces (unarmed force, recruits from the lower classes). First civilianised force. intended to be a non- violence agency, responsible and representative of the entire public. full staff, offices, officers, public police force.
