Siu was given a power to place criminal charges, power over investigations over serious incidents, power to interview officers, Ombudsman= legal watchdog: asses performance of institutions, insure public legitimacy, marin called the siu a toothless tiger. Siu: importance is to have measured, transparent, and independent investigations. Argues there needs to have legislative reform. Purpose of this report: try to document some of the antagonizes and conflicts between the civilian oversights agents of the siu and the policing community. By 2011, he is fed-up, he did not hold back. Derail the ability of the siu to follow its mandate. David scott: started a letter-writing campaign, started recording these problems, in hope to solicit a, 227 letters sent, only 32 responses (only 20 responses response form the siu actually dealt with the issues that were raised. Failure to notify/delay in notifying the siu when there was a serious incident. Issues of cooperation: evidence tainting, police commenting on situations etc.
