This module will focus on charter based procedures. The un has three objectives: prevent and bring an end to armed conflict, to promote sustainable development and to protect human rights. However less than 3% of its total budget goes to promoting and protecting human rights. Un members are reluctant to increase this funding. The human rights record of every un member state is regularly reviewed in public un meetings. They get reviewed every 4 years in the universal periodic review. States must defend its human rights record in a public three hours session. Also states that ratify a treaty must appear before the un monitoring bodies (treaty bodies) to answer questions regarding their compliance with treaty norms. Although the promotion of human rights is a key objective of the un its first 40 years un human treaty bodies rarely criticized the record of member states.
