Us worried about instability in the world spreading to western hemisphere. Mostly worried about germany and naval warfare. Latin american countries and us said that they will consult each other if external threats come in to latin america. Provide for pan-american consultation if there is a threat to peace, security, and territorial integrity. Us is worried about germany putting naval/military bases in the area. Just after ww2 outbreak in europe (september) Main concern is preserving neutrality of western hemisphere. Declare a maritime exclusion zone: extends 300 miles on either side of north america, forbid belligerent submarines (from countries at war) from entering north. American ports: really it"s aimed at germany, excludes the territory that great britain and france has in the western hemisphere and canada (great britain) Forbid transfer of territory in western hemisphere.
