Focuses on the local context effecting the success of the evacuation of jews. Norwegian government was essentially replaced, puppet gov to administer and supervise. Denmark = the gov was essentially in place, surrendered and allowed the occupation of the nazis to spare his soldiers. used denmark as a protector, almost an annexation, but not quite. Low number of jews here, 65 000 in all of it, mostly in copenhagen. Had to arrest individuals that the nazis identi ed as potential enemies. Nazis did not see a huge problem. But there will still be a nal solution. Will be deported later, focus on the worse areas. Did not have the man power to deal with the issue. Especially since the danish public opinion was against the nazis. Had to declare a state of emergency due to so much resistance. Took this opportunity to force the government to arrest the jews. Only have 85 police men to coordinate.
