It was founded on july 21, 1542 by paul iii (1534-1549) as the concregatio romane et universalis inquisitionis. We cannot know why the roman inquisition was revived unless we know what happened to italy. Paul iii created a new congregation: catholic" means universal; a church that is not limited to a geographic area. This new inquisition was roman because the head of it was situated in rome and it was universal. This meant that it had jurisdiction over the catholic world and the person who oversaw the meetings was the pope. It was originally made up of six cardinals who lived in rome and who would meet to discuss the cases that were reported to them. This inquisition was directed primarily against heretics, especially protestants, unlike the other inquisitions which were focused on jews and muslims. It was strongly supported by st. ignatius of loyala (1491-1556) who was the founder of the jesuits.
