What is the responsibility of the state (governments: provincial and federal) to promote the health of communities and populations: childress & al. : a paternalistic intervention by the state is required under some conditions. Public health is primarily concerned with the health of the entire population rather than the health of the individuals. A number of general moral considerations are relevant for public health interventions. Among these considerations: producing bene ts, avoiding harms, respecting autonomous choices and actions including liberty of action, protecting privacy and con dentiality, disclosing information as well as speaking honestly and truthfully, and maximizing the balance of bene ts over harms. What happens when there are con icts between moral considerations, moral requirements, and moral costs? (ie. sars in 2003) Con icts between moral considerations are resolved through specifying the moral requirements at stake and weighing the moral costs of particular alternatives.
