Scc rules: total ban on cigarettes advertising unconstitutional, because cigarettes aren"t illegal in canada. Freedom of expression as per charter includes corporations. New federal legislation: 1997 federal tobacco act. Allows advertising in publications and places not directed to young people. Requires more prominent graphic warning on cigarettes packages.
