New reality: urban aboriginals- majority live in cities (53. 2%) - canada is one of the most urbanized countries. Winnipeg, edmonton, vancouver, toronto, calgary, ottawa, montreal, saskatoon and regina have the highest populations. Ottawa has highest inuit pop outside iqaluit. Rates of urbanization vary with metis being most urban and inuit are least. Urban issues have generally been ignored- focus mainly on reserves. Congress of aboriginal peoples define its role as a voice for off-reserve aboriginals. Assembly of first nations has only recently become concerned with urban issues. First urban treaty signed occurred in 2007 with the tsawwassen first nation final. Migration patterns show back and forth and this may reinforce identity. Rcap had recommended developing urban aboriginal organizations. Aboriginal controlled services in cities have generally had greater scope in tailoring programmes to the specific needs of aboriginals. Indian affairs recognized that inherent rights applied to status indians living off reserves.
