Everything that is below a minister in a department is non partisan. Overall, the public service in canada is very competent. Language in the 60s was the first issue of the civil service. Was mostly a male position for a long time but now has women. A profession for white canadians, room was made for minorities, women and aboriginals. The idea was canada needed to have a public service that represented itself. The first function of the bureaucracy is agenda-setting. The idea is the public servant is that there is job security and you should be able to promote the policy option that may not be popular but you feel is the right one. Implementing the public service is the front line of service delivery. At the top, a member of the executive (minister) The minister is responsible for what goes on in the department.
