Canada always had disciplined parties and mostly majority governments. The power of the cabinet ministers is declining and the power of the pm is increasing. Most canadian pms operate within the powers of the majority government (i. e. controlling the house of commons modern day liberals because of majority government and number of seats) Party discipline members of government are told how to vote. In caucus meetings they can voice their opinions and oppositions. If they do not agree with the rest of the party they are told that there is another party for them. Canada has one of the most disciplined government parties in the world. The prime minister controls the house, the senate is not overally important and do not exercise their full constitutional powers. The canadian pm is extremely powerful because in a majority government, he uses discipline to control his party and the canadian senate doesn"t exercise its power.
