All three variables can not work alone. Kantian influences offer 3 hypotheses why democracies don"t fight: Thesis 1; democracies will refrain from using force against other democracies: democracies rarely fight or even threaten each other, democracies unlike dictators may also be more peaceful with all kinds of states. Thesis 2; economically interdependence creates incentives to maintain peaceful relations. Thesis 3; igo"s can constrain decision-makers by positively promoting peace. And may of the costs are born by the general public: political cost, leaders face political sanction this deters them from taking high level risk/going to war: losing election; congress refusing to finance the war, etc. Mexico: war can stem from anything, any regime and, any state can cause war. Economically significant trade creates incentives to maintain peaceful relations. International trade: creates incentives, becomes a medium of communication, causes the spillover effect. Economic interdependence has a strong effect on war.
