Applicants had to be of good character and pass strict means test to prove they needed help. With allowance came intrusion into their personal lives. Since wwii, pace of social security has increased. Absolute poverty > lacking minimum basic requirements necessary for physical survival. Another approach considers poverty is a relative concept, based on social well- being in addition to physical survival. Most measures of poverty in canada, such as statistics canada"s low-income cutoffs, are de nitions of relative poverty. De nition of poverty based on comparing individuals or families to others in population. In canada, few measures that de ned absolute poverty.
