Some researchers see desire to communicate as the basis for language development. ie. hoff wrote the textbook and has a slight bias towards sociolinguistics rather that biologically driven language. Kohl is the only developmental psychologist to have access to (that very expensive brain scan?) and was originally a neurobiologist but now has a social bias. By 12 months the infant is a native listener. Kohl was able to reteach infants to recognize the differences between nonnative sounds between 9-12 months in the period where useless sounds are usually ltered out. Infants cannot learn via the television but can learn by being spoken to by an interacting person. An actual person can give nonverbal cues or change tone of voice based on the child (ie. if they aren"t paying attention). Kids can learn from skype but not a recorded video for this reason.
