To assess attention, we have to consider the task. In a sense, blocking information coming from a channel influences our perception so that the information will not be perceived. 2: partially perceived = we did not fully detect it, perception is boosted by pre-activation, the brain network/receptors associated with the recognition of a cue (ex: of a letter) was already activated.
