National and sub national units work together on specific matters: managing the public sphere. Bureaucracies are important, they carry out day to day work. What we see today is a modern bureaucracy. List of 5 things that make up bureaucracies: bureaucracy is a hierarchy, composed of officials who are appointed, applies formal rules in a uniform manner, bureaucracies are rational, bureaucracy as book keeping (always a paper trail)
