Power in canada is shared among competing political, bureaucratic and economic elites unlikely to mobilize the will and the assets to wage war. Decentralize leadership is less likely to engage in warfare that centralized or especially, dictatorial leadership. Ideology: a system of beliefs that explains how society is, or should be: any system of ideas underlying and informing political action. In a marxist sense, the ideological ideas justify and legitimize subordination of one group to another.
